This thing surely feels like a slideshow presentation for a bigger and better book that doesn't exist. If you buy this expecting real and extensive explanations about anything, then you're going to be ripped off really disappointed. It's just some notes and pointers here and there with the occasional four bar example. At best, it's a Medium post. A $10 one. If you're really interested in this subject, go watch Gavin Leeper's YouTube video called "Tonality Fluctuation and Ryuichi Sakamoto".
